The METASHARE Ontology provides elements to describe language resources. This "Rights Information for Language Resources" ontology provides the specific terms to describe the rights information
This ontology is the result of a cooperation between the METASHARE project and the LIDER project, in the framework of the W3C Linked Data for Language Resource Community Group

Standard licenses can be simply referenced. In case a resource is published under the CreativeCommons BY-NC-ND 4.0 license, the CreativeCommons' URI could be reference:
http://creativecommons.org/licenses/by-nc-nd/4.0/If the detailed RDF version of this license is desired, then a possible RDF mapping could be referenced. Many of them are available in the RDFlicense dataset. In this case, the license to be referenced would be
http://purl.org/NET/rdflicense/cc-by-nc-nd4.0(check here the RDF code)
A reference in XML could be simply made as follows:
<distributionInfo> ...nonlicensing metadata here... <license>http://purl.org/NET/rdflicense/cc-by-nc-nd4.0</license> </distributionInfo>
The above URL (http://purl.org/NET/rdflicense/cc-by-nc-nd4.0) implements content negotiation
Some Meta-Share resources are licensed with a standard license (for example Creative Commons CC-BY-NC-ND license) plus added terms. In this case, the license is no longer a well-known license but a new one. This is the case of the license applied to this examplary linguistic resource: a Dictionary of Antonyms in Bulgarian Language.
The original XML record is described as follows:
<distributionInfo> <availability>available-restrictedUse</availability> <licenceInfo> <licence>CC-BY-NC-ND</licence> <restrictionsOfUse>academic-nonCommercialUse</restrictionsOfUse> <restrictionsOfUse>noRedistribution</restrictionsOfUse> <distributionAccessMedium>accessibleThroughInterface</distributionAccessMedium> <downloadLocation>http://infolex.ibl.bas.bg/synomthes/antonimSearchPage.seam?cid=19</downloadLocation> </licenceInfo> <iprHolder> <organizationInfo> <organizationName lang="en">Institute for Bulgarian Language</organizationName> <organizationShortName lang="en">IBL</organizationShortName> <departmentName lang="en">Department of Bulgarian Lexicology and Lexicography</departmentName> <communicationInfo> <email>ibl@ibl.bas.bg</email> <url>http://ibl.bas.bg</url> <address>52 Shipchenski prohod Blvd., Bl. 17</address> <zipCode>1113</zipCode> <city>Sofia</city> <country>Bulgaria</country> <telephoneNumber>+35 92 97 92 948</telephoneNumber> </communicationInfo> </organizationInfo> </iprHolder> <availabilityStartDate>2013-01-21</availabilityStartDate> </distributionInfo>
The RDF version of the licensing info with the new vocabulary would be as follows:
:bulgarianDictionary a dcat:Distribution ; ms:distributionRightsHolder <http://langtech1.ilc.cnr.it:8000/repository/browse/dictionary-of-antonyms-in-bulgarian-language/d7abf49c68a811e281b65cf3fcb88b70ef60c6dce745433e949a1bad011aa6bf/#> odrl:deliveryChannel "Accessible Through Interface" ; dct:license :META-SHARElicenseAcademicBY-NC-ND . :META-SHARElicenseAcademicBY-NC-ND a odrl:Policy ; rdfs:label "Metashare Academic CC-BY-NC-ND"; dct:language <http://www.lexvo.org/page/iso639-3/eng>; odrl:permission [ odrl:action cc:DerivativeWorks ,cc:Reproduction, ldr:extraction, ldr:reutilization ; odrl:duty [ odrl:action cc:Attribution , cc:Notice ] odrl:constraint [ odrl:operator odrl:eq ; odrl:purpose ms:academicUse ] ]; odrl:prohibition [ odrl:action cc:CommercialUse, cc:Distribution ; ];

IRI: http://purl.org/ms-rights#Availability
IRI: http://purl.org/ms-rights#ConditionsOfUse
The conditionsOfUse optional element in the metadata is only to be taken as providing brief human readable information on the fact that the LR is provided under a specific set of conditions. These correspond to the most frequently used conditions imposed by the licensor of the LR (via the specified licence). The proper exposition of all conditions and possible exceptions is to be found inside the licence text. LR depositors should, hence, carefully choose the values of this field to match the licence chosen and users should carefully read that licence before using the LR.
IRI: http://www.w3.org/ns/dcat#Distribution
Represents a specific available form of a dataset. Each dataset might be available in different forms, these forms might represent different formats of the dataset or different endpoints. Examples of distributions include a downloadable CSV file, an API or an RSS feed
IRI: http://purl.org/ms-rights#DistributionAccessMedium
Specifies the medium (channel) used for delivery or providing access to the resource
IRI: http://purl.org/ms-rights#License

IRI: http://www.w3.org/ns/dcat#accessURL
Could be any kind of URL that gives access to a distribution of the dataset. E.g. landing page, download, feed URL, SPARQL endpoint. Use when your catalog does not have information on which it is or when it is definitely not a download.

IRI: http://purl.org/ms-rights#distributionRightsHolder
Identifies a person or an organization that holds the distribution rights. The range and scope of distribution rights is defined in the distribution agreement. The distributor in most cases only has a limited licence to distribute the work and collect royalties on behalf of the licensor or the IPR holder and cannot give to any recipient of the work permissions that exceed the scope of the distribution agreement (e.g. to allow uses of the work that are not defined in the distribution agreement)
IRI: http://www.w3.org/ns/dcat#downloadURL

The IPR holder could be different from the creator that may have assigned the rights to the IPR holder (e.g. an author as a creator assigns her rights to the publisher who is the IPR holder) and the distributor that holds a specific licence (i.e. a permission) to distribute the work via a specific distributor.
IRI: http://purl.org/ms-rights#license

The licensor has the necessary rights or licences to license the work and is the party that actually licenses the resource that is distributed via the specific channel. She will have obtained the necessary rights or licences from the IPR holder and she may have a distribution agreement with a distributor that disseminates the work under a set of conditions defined in the specific licence and collects revenue on the licensor's behalf. The attribution of the creator, separately from the attribution of the licensor, may be part of the licence under which the resource is distributed (as e.g. is the case with Creative Commons Licences).
